e421vo orange light only

I have 4 voltage regulators on main board.
I tested all of them to get any kind of readings.
3 of them I get readings on the pins.

I dont get any kind of readings on any of the pins on one of them.
All readings are 0v
on the top of the regulator I can see the following stamping on it:

Does it mean that I have to replace it?

Please help this poor soul.

No, that means there isn't a voltage supplying it.
What are the markings and voltages on the others?

They are all the same. The same markings, all four of them.

Do you know where the power is suppose to come from?
Here pictures of what I am talking about.
Also, could it be that it has no power because the tv wont turn on?

Some regulators only receive power when the rest of the TV is switched on. If it is in standby, it is normal to see near 0V on all pins of some regulators.

I already changed the power supply with no results, changed the main board twice with no results.
I read a thread that says it might be the eeprom.
what do you think, should I buy it? its $25.00.
I cant imagine that the 2 previous boards had bad eeproms.
But I dont know what else to do.

It is very unlikely to be the main board or power supply if you swapped the boards.

Can you unplug the two flat flex cables near the top left of the board in this image then try powering it on again... you will not get a picture (may be white, black or random noise) but it might change the logo colour.

I disconnected the two flat flex cables but still no power up only orange light.
I also checked the output to the main board on the power supply and I only get 5.2v on all three stand-by power pins.
To my understanding, I will get the 12v reading on the rest of the pins when I get the tv to turn on.

what else should I do?

I am actually getting 5.13v not 5.2v on stand-by mode in the power supply.
Does that matters?

Anything around 5V is fine. 5.13V is fine; 5.2V is just the nominal rating, a tolerance of around 5% to 10% is typically taken on power supply outputs.

As we dont have the set in front of us and may never have even seen one
we may be able to help more if you please post good clear pictures of the whole chassis,( The set with the back off) and then pictures of each board, front and back and close up of connectors, (max resolution 2000x2000 and 2MB) using the manage attachments button, which is found by clicking "go advanced" under quick reply.

Please do not post inline and offsite as they slow down the loading of pages.

I am new to this forum and to electronics.
I have learned to use the multimeter on ac and dc readouts but don't know on ohms.
I just bought me a soldering kit just in case I need to solder a component.

If you've replaced the power supply and main board and still yield same result, maybe it's the power switch board/connector?

Pictures could do with being a bit clearer - good light is the key - I normally suggest taking them outside or close to a window - but if its anything like here the days are short and very dull. If you can take them again.
If you have the old boards take pictures of them topside only so we can check they are the same.

Next test is on the main Green board at the top in your picture just below the longer white connector there are two small white surface mounted components with possible gold ends. May have a board name next to them F1 F2 ?
These are fuses. No Power to the boards put your meter on ohms and touch the probes together- should read 0.0 or very close. Next put a probe on each end of each fuse and tell us what the reading is - should be the same or similar to touching the probes together.
