Could this issue be a bad T-Con?

Colors bleed after warming up. It can take up to 2 hours.

take back off, take hair dryer to t-con, speed up the heat up process !when it does not do it heating t-con a bit! goto vid board an do same. i think it the vid board an some bad caps!
