    Toshiba 32AV502U Only Have Blinking Power LED

    Hi,

    I've got a problem with this TV, and from my searches, the people on this forum seem to know the most about similar problems.
    My symptoms are no picture, sound or backlight. The only external sign of life is the power light blinks slowly once, followed by two fast blinks. The two fast blinks appear to be a decay since the brightness of the blink seems to fade. The blink will continue for 7 cycles after the set is unplugged. Period is about one second.

    I saw a couple other threads here regarding fuses blowing on this model, but that isn't quite my problem.

    Testing I've done so far:
    I do get 5V standby voltage on P802 pins 11 and 12. Pin 10 has no wire.
    I do not get the 4.3 volts at P802 pin 13 when I press the power button.
    There is a pulse of about 1.5 V on pin 13 that happens when the main LED blink goes out
    I get 4.44 volts (should be < .07V) on P802 pin 14 (AC detect)
    Dips down about 1/2 volt when the LED blink goes out.
    I get 167VDC across C102.
    I do not get 12V at P802 pin 8 when the power button is pressed.

    Power supply board is FSP145-4F03.
