    Hi, I have the same tv/monitor exhibiting the same symptoms. I changed the psu for a new one (China approx £18 inc delivery) this made no difference. I will test further now, but think the problem is in the bright/dim/on/off voltages from the motherboard, possibly a firmware glitch?
    My voltages match yours on the psu 'ribbon' connector by the way.
    Anyone got a service manual ?

      Quick update. one dead tube out of top 2, one dead tube of of bottom 2.

          I have removed the LCD w/PCB, but I don't know how to remove the CCFLs. It's my first monitor panel that I have to take it apart, and I don't know how. I may have cracked one of them, because that noise, just became much louder.
          They definitely blink, but it's hard to say which one.
          One end is much brighter then the other end(top or bottom).

            Hi, they are a bit awkward, the screen has to be totally stripped. The tubes are in a metal 'case' which slides/pulls off the screen edges. I came across a company in the USA, Omaha, that supplies 2 pairs of (Lg fitting) ccfl's, pre wired including the tube end insulators and plugs, about $30. Due to the amount of work/time involved I'm changing all 4 tubes.

              Thank you, but could you please be more specific about how did you removed the tubes? Where are the wires go in, that side doesn't want to come apart. Or maybe I don't even have to take apart the screen that much? I have snapped out the black plastic frame on three sides, but the wire side I can't un-snap. I may have already broken some tubes inside by trying to take it apart.
              From which company did you purchase the tubes?
              I'm thinking about buying another broken screen monitor and I may end up cheaper that way. I have to sell this one, so it's all about the profit.
              I have opened a bunch of much bigger TVs and I never had issues on how to open them and I have a bunch of left over tubes from bad panels, but this monitor it's the hardest one I have ever done and I don't have any of this small size tubes.

                  Hi again, have you managed to access the tubes yet? Bit awkward aren't they, think they were built like that on purpose! The place for the ccfl's is ccflwarehouse.com

                    I managed to remove them and ordered two bare tubes, for only one side.
                    The other side seemed OK.
                    I have ordered the tubes from the same place. I have used that place before for other TVs.
                    Not sure how did you get all tubes for $30 though. $9.95 is each.

                          Changed the tubes and it's still the same problem. Very dim picture with blinking screen and the inverter transformer still making that sound.
                          It looks like the tubes are not getting enough voltage.

                            What could be when the inverter transformer it makes a sparky sound?
                            I have re-soldered all the pins to the transformers and all the little blue capacitors, with no effect.
                            I have tried with Bud's tube tester(spiral bulb with wire soldered to the end) and this tester shows the same thing, dim blinking lamp bulb. So it seems that must be something in the electronics area and not the tube area.
                            Replacement PS+Inverter board is $25.50 shipped from Ebay. Should I get this board, or anybody has any more ideas. It's hard to give up.
                            Before the OZ chip replacement, it did not have an image.

                              I have the same Power board for another LG TV / Monitor. Currently still trying to work out the issue.

                              Could you tell me where the 25v and 16v capacitors go? My brother took them all out without noting down the correct locations grr!

                                You can look at them on Ebay, just search for AIP-0190A, or just see my first picture.
                                I have just realized that I made a mistake with one of the capacitors in the secondary, I have soldered in the wrong way and it was bulging.
                                I have just replaced it and the TV still doing the same thing.
                                Only one voltage has changed between the main board and PS. The Dim. Before it was 0.75V and now went up to 3.27V, but the screen brightness did not change at all and the noise is still there at the inverter.
                                I could have blown something by reversing that capacitor?
                                Here are the voltages at that connector:
                                15V= 15.2V
                                5.2V= 5.2V
                                OLP= -0.010V-----What O/P means?
                                ON= 3.295
                                DIM= 3.275V(used to be 0.75V)
                                M/S= 2.8xV (the end numbers are vary a bit)----What is M/S mean?
                                - TV off this voltage goes to 4.95V(?!), that is normal?
                                I have also checked a small voltage regulator on the mainboard and the middle pin is 1.74V which I don't think that is normal. Need to look up this part number to see what kind of regulator it is.

                                  What was the actual measurement on the secondary windings ~1000 may not be good enough if one is 980 and the other is 1020 can you read the part number on the Transformer

                                      Thanks - 1.74 is an unlikely voltage - perhaps aiming for 1.8 If there is a supporting
                                      cap it could be that pulling it down as well as the VR being bad.
                                      A daft thought but what happens when you adjust the brightness/contrast.

                                        I have checked it again(I have wrote that voltage from memory) and it's 1.784V(input is 3.333V).
                                        The regulator is a EH13A. I can't find any info about it. If it's a 1.8V regulator, then it may be OK.
                                        Brightness doesn't change much. Backlight changes a bit, but not much either.
