Well, if we assume your meter is somehow reading 2x over range (I've no idea how... there is no way all of these voltages are this much out!) But let's just assume...
You are getting:
0V
17.1V
17.1V
21.7V
0V
3.3V
3.3V
0V (VGL)
0V
7V (VCOM)
0V
So, VGL should be -6.5V, but you are getting 0V. In fact, VGL is used to make pixels dark. This might explain why you are only getting white
.
Finally - something that actually appears faulty... gives something to look at.
This voltage is generated entirely on the PSU. However, a short on the LCD module could cause it to fail.
Try disconnecting CN1003 and re-measuring the -6.5V. If it appears... that's probably where the search stops. There's a short, but I'm not sure what you can do about it because the LCD module doesn't have a separate t-con, so it isn't repairable.
If it doesn't come up (or stays quite low... maybe only climbing to a few volts) then it is probably the PSU at fault.

So this puts the fault on the HDMI board or the LCD itself.
Do you have sound on HDMI inputs, or just analog/TV inputs?
I am reasonably certain the HDMI board is OK, and it is probably the LCD panel in some way. It may be possible to get to the long thin boards at the top of the screen but in my experience they don't usually have much on them. It's worth a shot, I guess.Please do not PM me with questions! Ok, weird but think I have to get back to menu selection for correct sound..but sound isn't working now..but screen is darker now...I can get to lcd boards, they do not seem that hard to get to....Let me know as I am your student

As I suspected, there isn't much on those boards. A few test points though. VDDD, VDDG, etc. Can you test them? Red probe on test point, meter on DC, black on chassis, TV displaying white screen.Please do not PM me with questions! Questions via PM will not be answered. Post on the forums instead!

VDDG is 0V?

Hello everybody! Posting this in hopes somebody has some expertise that leads to a clear path of troubleshooting that saves me a lot of time!
My macbook has the flex cable problem, the one that prevents the screen turning on. Ive been dealing with this for the last 3 years. Last year it went dead and I managed to fix it following youtube tutorials. But my fix wasnt the best, the problem returned a month later. This week, it went dead again. I again tried to fix it.
This time the original cable broke too close to the screen, it can't be fixed without tearing the screen... -
Another TV topic!!
I got this sharp TV that when I first plugged it in it showed the sharp logo and then went to the input screen. This was about 30 seconds and then it showed white screen. Now I can't see anything but white screen. This has a separate TCON and Main.
The TCON is getting 12V and several parts are as well but the VGH line is only .5Volts which I thought is totally incorrect.
Am I on the correct assumption that the TCON is bad somehow if I'm only getting that voltage or is there something else I should check?... -

I have a Dell G15 ryzen edition (ryzen 5) that turns on but won't post, black screen, keyboard lights on, caps lock led on, fans turns and the battery indicating light is showing 2amber and 1 white according to dell website it's a cpu failure, but i tried few basic things before i open it up i tested the screen by pressing the d button before powering it up but it didn't show anything i tried the ctrl+esc for bios recovery but still black screen i tried refreshing the screen, i plugged it on an external monitor but same thing. I have a 60 inch Samsung UN60EH6000F flatscreen TV. The screen went black a few months ago Sound is good, backlight is good, no menu. I replaced the TCon board with a used board purchased from Ebay. It worked fine for a 3-4 months, then the screen started ‘fading' back. Once again, sound is good, backlight is good, no menu. However, this time the picture looks fine for about 10-15 minutes, then fades back. If I power cycle the TV, the display reappears, for another 10-15 minutes, then fades black again. Repeatable ever time.

so i took out one of my spare gigabyte ep35-ds3r mobos from storage for use to do some cpu, ram and video card testing of stuff i bought from ebay and got for free from momaka. he bought 50 e8400 cpus for cheap from ebay some years ago and i decided to help him relieve him of some of his supply since he had waaaay too many!!
what did we say about hoarding too much stuff and depriving others of them?! *cough* socialism *cough* lol! 
i had to blow some dust off the board and heatsinks with the datavac as i didnt clean it up before putting it in storage. after finishing...
