If the chip is not getting enough voltage, we will have to see if there is some sort of small voltage regulator on the board.
Im kind of wondering if the chip is powered by the 5v-standby all the time, or only when the TV is off. If so, maybe there is some sort of controller/power router circuit that is dud.

Tieny, measure the voltage at the top end of RS34, it seems normal for the base to be about 0.65v, because RS34 limits the current. I'd expect it to be somewhere around 2-3v.
I suggested finding the processor model, so we could find the pins for it's Vcc (+V bus), and measure those.

I looked around on ebay, found one for 50$ at the lowest, but it says its for the Dynex DL-26-10A however its the same board number. I'll look around elsewhere to see where else.
The board number is 569KT0169E
