So I have L6516 and L5541 removed now and the short went away, but still have low voltage reading on pin 6 IC6051.

ok just confirms that your short coming from the one of the flat pack ic most likely now from the ic5501 as for the low voltage on the output of ic6501 this could be from damage to the ic6501 you replaced due to the short on that line or your source voltage to ic6501 low,however even if you found why your (a3.3) source low still will not fix set entirely untill the the flat pack ic is changed which going to put you into main board replacement now... Good Job on troubleshooting @ your end

Thanks for your help. Worst part is cannot find main board for this TV, several Sanyo's use the same board with slight differences but have not found the exact one for this TV

4-5 digit code on the side of the tuner, from memory i think the number for your model with 04 chassis Part Number J4DL
