Sony KDL-46W4100 bad TCON ?

Hello,
I am looking for advice on this TV. I believe it is a bad TCON but would really appreciate some advice before I tear into it and possibly waste my time and money. Thanks in advance for your input.

I have seen this also caused by a bad panel. It doesn't look like a bad T-con. The panel can be repaired, but the fix is usually only temporary.
