    Toshiba 42HL196 no power on

    Ive got a Toshiba 42HL196 that wont turn on. its giving me the red blinking light, 3 blinks...pause.....3 blinks etc..... So i did my investigation work, found the service manual and troubleshooting flowcharts. the flow chart ended up saying to replace the siene board. Ok so before i do that, i did more research and found a couple people with the same problem. however there were mixed results to resolving the issue. One person replaced the seine board and that fixed it, another person replaced IC Q880 on Power Supply Board by itself and that fixed his. And the other person replaced IC Q820, IC Q860, IC Q880 and that fixed it.
    Also when i would press and hold the power button for about 5 -7 seconds to see what it would do, if anything, i would hear the power supply click twice. which is the exact same thing it would do when i would first plug in the power cord to the wall. what does this sound like to you guys?

      What's the siene board?

        I forgot to add this as well...on the power boards rail, I get all of the lower voltages perfectly (i.e. 5 volts comes over at 5.15 and 3 volts at 3.12.) The question that I have is that the larger voltages on the same rail are a bit under the threshhold. As an example, 32volts is measured at 31.22 and the 20 volt pin is measured at 18.1.

        To coincide the with first post, I replaced IC Q820, IC Q860, and IC Q880 thinking that this might solve the issue, but it didn't. Could my lowered voltages be contributing to the LCD's threshhold voltage being off and therefore, it's not firing up? Any ideas would be appreciated.

          Last point I want to add, all voltages given above are stable, whether the ribbon cable is plugged into the power board or not. Caps look fine, but I am wondering if they are contributing to lowering the voltage. Thoughts/Ideas?

                I have the notorius red blinking 3 times issue.... I concluded from researching various posts that it was main power supply....Nyet....down 150 bucks....I than tried the Low B board based on follow up research. down another hunerd...Nyet....It's spent the last year in the shed and I'm ready to get back on it since I actually picked up a diagnostic manual for 5 bucks....Based on the flow charts in the manual I'm suspecting it could be, as mentioned above, the Seine board....They ain't cheap...None the less - it's become personal and I'm going to hopefully conquer...Keep you posted, I have some voltages to measure......
                Any idea's where to find a working Siene board for this model???

                  I just repaired one of these sets with the same problem. "LED flashes 3 times". I too replaced IC Q820, IC Q850 and IC Q880. As I had found in my research it takes between 15 to 30 seconds for the set to initialize the first time but then the OSD popped up. I applied signal, set the correct input and it was good to go.
