That voltage for the driver transformer (arrow) is low, look at the schematic (R12 2.7k) and follow the line on your board, it should have 16v on one side of that resistor. Then with the power supply in standby the voltages are these
Driver transformer (yellow arrow) 1,50v
B 2.25v
E 1.50v
B 2,25v
With the power supply running
Driver Transformer (Yellow arrow) 1,85v
B 1.50v
E 1.47v

You don't understand the difference between the primary side of the power supply and the secondary?

What is the number on the other ic in the secondary?
Use the Secondary Ground to check all voltages on the secondary side (black probe on ground)

I replaced all the capacitors, even the small ones under the heatsinks, except one under the heatsink of the secondary that I did not have (220uf 50V) but still not showing signs of life, I checked the schotty diodes and they are good no signs of short, I have always and only 5v standby, what do i do?Leave a comment:

The resistor you are trying to measure the resistor (based on your picture) is likely 220KΩ 0.5% NOT 5.4K If one measures 216KΩ that is very close to the correct value, if the other one checks the same as the probes not touching anything, then that resistor is considered OPENLast edited by R_J; 04-13-2020, 12:52 PM.Leave a comment:

Caps I have already done this verification, I have measured a resistance of 100 ohms and the tester gives me 99.8 so the tester works regularly, I have also made the verification with the tester which has automatic ohms and gives me the same measurement, on the display indicates me M ohm .216, I don't know what to tell you, tomorrow I will buy two based on the colors and see if the measurement changes, however with this online meter http: //www.associazionemarconi.com/calcolo/codice_resistenze_elettriche_4.html gives me 5, 4 KohmLeave a comment:

by pajdekHello, i have some issues with my laptop Lenovo Y700-17ISK (motherboard BY511 NM-A541), it started when i turn on the laptop, but the lcd wont turn on, i then connected it via hdmi to tv and screen was ok. So i thought maybe lcd stripe is faulty, i removed the bottom cover, disconnected main battery, reset the cmos by disconnecting battery for 1 min, then slighty move the lcd stripe. Conncted power supply and tuned on my laptop, the lcd turn on, it started to load os, then it turn off, after a second it turn on, then after like 3 seconds turn off again, and so on. I need advice in troubleshooting Telefunken TV (it is actually Vestel). There is red Standby light but TV cannot be turned on either by remote control (which is good and tested on another TV) or by actual on/off switch at the back of the TV.
Power board is Vestel 17IPS71 and I'm not sure about the mainboard, it seems like 17MB82S
Both boards are shown in the attached photos.
What is normally first that is checked in this case. I have removed power board, make sure it has no dangerous voltage on the big caps and check many components (transistors and diodes)... -
by Doodle43My Samsung LN32B540 never turned back on after I had to turn off the power at the mains at house. It won't turn on, but the red standby led lights up when it is plugged in. If I hold down the power on the remote, the standby light turns off which I think means it is trying to turn on, but there's no sound or backlight. If I try to turn it on/off from the power button on the TV instead, it doesn't do anything at all.
It was plugged into a surge suppressor and was off (on standby) when I turned off the power,, so I don't know if it got a power surge or was on its way out anyway. I... - Loading...
