I decided to crack this one open, because the fault i got it with was a broken-off blade from the 120mm fan 
Upon plugging it in, 5Vsb came up just fine. Shorted the green wire to ground, and it powered up apparently fine (if you ignore the racket coming from the unbalanced fan), albeit with a fizzy-squealy sort of noise. OEM'ed by Delta, btw...
Replaced the fan with another Adda, "grafted" the 2-pin connector onto the replacement.
Upon inspection, the two Ltec LTG 3300u/6.3v on the 3.3v output were well-bloated. Datasheet for that series can't be found
They got either some Rubycon YXG's or some Sanyo in their places... Can't remember right now 
12v: 2x Ltec LTG 2200u/16v -> Panasonic FK 2200u/16v
5vsb : Taicon PW 1500u/10v & Ltec LTG 1000u/10v -> 2x Sanyo ME-WX 1500u/6.3v
5v: Taicon PW 1500u/10v & Ltec LZG 3300u/10v -> Rubycon YXG 1500u/6.3v & 3900u/6.3v
Plus the 220u/35v near the TNY268 got a Panasonic FR 270u/35v in its place, and the Ltec LTG 100u/25v on the daughterboard with the PWM got replaced by a 47u/50v Rubycon YXA.
Didn't bother with the two small Taicon's on the -12v line :P:
It's been up&running since yesterday, and powering an AM2 Sempron 2800+ on an Asus M2N-SLI board, with a Radeon 5850 and a 7770 mining for bitcoins, and i haven't had any trouble with it so far
