I have Dell XPS 9310 stucked on dell logo, I have tried XPS_13_9310_ModenaTgl bios but I have 2 amber, 7 white blinks, not fan spinning.

You need a bios programmer, read BIOS guides, methods, resources and tools thread to get the basics.
