Yes, I am temporarily using Vostro 3681_CombineBiosName1 v99.1.45.rar (Ver:2.0.10) shared by Hoaca388. After disabling the Secure Boot Enable function in the BIOS, it can be used normally without receiving TPM errors and SSD and WINPE can boot the system.
I am trying other methods to see if I can repair the original BIOS file that was originally damaged. I used NeroProgrammer to back up the machine after it turned on without display.

but next time much better to post your original backup bios with serial number which is easily any one can fix it and you can save laptop original dmi information too

Hello, qayyum786, thank you for sharing the firmware Vostro (ver:2.6.1) dell vostro 3680 3681_4MATIC.rar, it can boot my Vostro 3681 motherboard, but it will receive
"Alert! TPM device is not detected" warning, you need to click continue to continue booting the SSD and WINPE flash disk. It has been confirmed that TPM ON is disabled in the BIOS, but the fault remains.

Hello, Hoaca388, I re-downloaded the two firmwares you shared, Vostro (ver:2.0.10) 3681_CombineBiosName1 v99.1.45.rar and Vostro 3681_CombineBiosName2 v99.1.45.rar, and then reprogrammed the BIOS chip twice, I confirmed Both of these .bin files can boot my Vostro 3681 motherboard, and no TPM warning occurs, but the SSD and WINPE flash disk cannot boot. After I try to disable Secure Boot Enable in the BIOS, the SSD and WINPE flash disk boot normally.
MX25L25673G@SOIC16.rar This version can boot SSD and WINPE flash drives in the Secure Boot Enable state, but you will receive the "Alert! TPM device is not detected" warning every time you boot up. You need to click continue.
