Unlock Surface Pro 8 UEFI BIN Firmware

Is there a way to unlock the attached firmware BIN file? I need to enable Wake on Power on a Surface Pro 8, but that setting is not showing on UEFI settings, and SEMM is not enabled, and when I try to enable it, I don't get the dialog box with the red background, and the 2-character thumbprint verification, and Microsoft Surface UEFI Configurator does not complain about the cert, and neither do ConfigureSEMM.ps1, and other PowerShell scripts.
I would very much appreciate it if someone could somehow unpack the attached firmware BIN, edit it, so that Wake on Power is enabled, and then repack it. Cheers!
