Microsoft Surface Pro 7 / 7+ NEED BIOS. HELP!

Shows logo, bootloops after 5-10 seconds
Doesn't boot into OS
Doesn't go into UEFI
All power rails voltages are present, no shorts on main rails.
Tried clearing NVRAM - did not work
Attaching both dumps
Please help with fixing dump or at least tell me what I can try to do myself

ignore that. i cleaned ME myself with the guide on badcaps/winraid and confirmed everything is correct with ME Analyzer however device doesn't want to boot it just stays on logo forever and cpu is warm. i tried different ME minor versions and also tried someone else's dump with cleaned ME. nothing - all same. i think something went bad on the board and there is no way of knowing what exactly. i checked each cap and there is no short anywhere lol just in case

Hi everyone, can someone explain is it possible to change serial number on surface pro 7+ 1960 in bios dump, i replaced the mainboard, now the sn in bios is different than on the case. Maybe some link with instructions, thanks!
