T470 bios needed

Hello, I was flashing the bios but now the machine does not come, the battery indicator turns orange when charge is plugged in. As soon as it plugged by charger or battery the power button and escape blinks once then fade out Sometime it blinks 3 timess . With the back case off i can see the fan spins a little then top, but once i press the button it spins a little then stop and repeat for a while until stops. I have attached the bios dump. I had read the chip next to the cmos battery (25q80jvsiq) then i realize that it wasn't the bios. as the bios is next the memory slot. By doing that could i have corrupted u15 25q80jvsiq, could that be the reason why it wont post? i saw a post saying don't touch the 25q80jvsiq but it was little too late. I jumped the gun. Is 25q80jvsiq considered the EC? The bios chip on the board is win bond 25Q128JVSQ - 1911 any help would be appreciated.

Hello everyone,
I have a T470 type 20HE that does not start: only the green led of the "on/off" button flashes 3 times when you plug the charger and that's all, even the fan does not turn.
Do you think it comes from the BIOS and, if so, is it possible to fix it?

That was my problem i was hitting on IO-Controller.
Now it works when i have found the right Chip.

I Following the steps step by step but i got this error
