these boards have two eeprom chips so i'm not sure how to clean the ME region. one is 128M-bit and the other is 64M-bit. The boot volume on the drive is bitlocker encrypted so this eeprom is being used on the replacement board. the original board has a shorted cpu

you have to merge bin files using cmd. <<copy /b 16mb.bin + 8mb.bin xbios.bin>> of course you have to be into the directory where you saved bin files. and cut <<backup>> from name of bin files. In your case firmware is incomplete, read again 8mb chipset.
About bitlocker ... disable secure boot and set boot to both (UEFI+CSM) or only CSM (legacy).
