Just received one like this, the power led is working (the laptop turn ON pressing power button or jumpering 1-2 on the keyboard connector.. .BUT DOESN'T TURN OFF)
the battery is charging correctly
the obsorbtion (without battery is 10 mA .. turned OFF and same 10mA with power led lighted)
only 5V and 3V on the 2 power supply, and 1 V on chipset
no voltages on System-agent, phases of CPU and RAM..
the EC is not shorted, the LID sensor is working.
the customer says that stopped working without any cause (water, dropped, sparkles...) the morning at first start, just not started.
flashed the BIOS 2 times without any change.
no shorted capacitors, vcore inductors are a 9/10ohm
very very strange thing.
