    Are my Acer P249 CPU is dead?

    Hai guys, i need some help here.
    I got an Acer P249 mainboard.
    At first its not turning on, later i found that there were a capasitor that shorted. I did remove it, and my laptop is turning on, but still no display. I program bios and EC, still no display. Then I checked again, i found that my VCCGT and VCCSA is missing, then I checked PU14 and PU13 while is turning on adapter, i got this :
    pin 1 PWM 2.6v
    Pin 2 FCCM 0
    Pin 3 BOOT 4.74v
    Pin 4 GH 0v (high gate)
    Pin 5 VSWH 0v
    Pin 19,20 GL 0v (Low gate)
    Pin 22 VIN 19v
    Pin 23 24 VCC 5.17v

    Then i checked PU2 (ISL95859HRTZ-T)
    I found that pin no 6, 18 (RTN_A and RTN C) is shorted to ground.
    And that line goes to VCCGT_SENSE and VCCSA_SENSE that directly go to the processor.
    I already tried to remove PU2, but still shorted.
    Is that my processor is dead?
