    For the RT8230C (The suffix is very important here) - the LDO rails are ALWAYS ON. No enable signal is required for the "C" version of this device.

    Please see the attached example schematic and confirm with your device.

    If the input rail is present then it appears that your RT8230C is defective and should be replaced.

    Replace RT8230CGQW @ PU6 with a fresh one and test again. Please post your updates here.

      Pin 12 has to be high.

        ENC PIN12 has to be high in case of LDO3 output rail works properly to feed EC .
        as mon2 said c version don't needs enable signal to generate LDO3.

          yes it's the same as in the schematic .
          it's time to replace PU6

            Hi, OP, can share boardview? Have similar issue, LDO 3 shorted to the ground. After remove EC still have 11 ohms +-

            looking for possible shorts on 3.3v rails
