MSI GE73 : this chip was reballed ?

Hello, I have a MSI GE73 laptop, I have no history on it except it was no falled nor liquid damaged. I dont started the diagnose, just saw the 19v rail is shorted at current resistor level.

I noticed that ; GPU (on the pictures) seems was reballed, can you confirm pls ?

Sorry, I mean "reflowed", not reballed. I confused.

it has flux on it, it has been reballed or reflowed and not even cleaned after it.

most like reflowed as it has all that flux on it. a good reball would have flux only under the bga.
