Laptop Turns ON only after several attempt

Hello my respected friends,

So I have this COMPAQ presario V3000 which only starts after several attempts of replugging the AC adapter. This laptop does not have a battery


Observation :

1. 19V VIN is fine.
2. Somtimes blue LED glows but still laptop does not turn on
3. Most of the time no LED glows on the motherboard
4. If I remove the CMOS , Laptop starts but nothing on screen and unable to switch it off with the power button.( This does not happen always )
5. The customer gave me this laptop because there was no backlight on the screen.But now I have this strange issue.

ANy pointers as to what could be causing this and any test points ?

Disassemble the laptop. I guess some ICs are corroded.

Which IC should I look on priority ?

you should check all ICs on the mainboard for any corrosion and liquid damage.
