See if this schematic matches your board. If so, page 5 shows the power sequence. The steps are numbered in red. Measure each signal/rail in order until you find something that doesn't seem right. And then measure some more. Then post it all here.

Bios chip is powered by +V3.3S from +V3.3A via PQ763
+V3.3A is from +V3.3AL via PQ2

+V3.3AL is enabled by EC_ALW_EN from EC
+V3.3S is enabled by SLP_S3#_3R from MCH

thanks for the response and schematic meritosari but i checked on the pins of the power switch 3.3v is present but no voltages on the main bios chip.where should i check next please

PQ762 is a 6-pin chip, you have three similar ones next to the SD card connector.

Seems like "run_on_load" is 0V
Measure voltage on PQ779 (is 3 pin transistor,located on right top of white socket in photo) and PR765
Better look at photo

thanks for the schematic and boardview PR765=10K ohms and PQ779 pin1 D=0V pin2 S=12.2V and pin3 G=12V. I noticed also that pq762 pin5 when touch by probe power led goes on and its connected to pin3 on the power switch and also checked PQ780 no voltage

Check on PQ778 while pressing power
But I think "SLP_S3#_3R" is missing.

thanks for the response gabiz i check pq778 pin1 d=12 when pressing power switch drops to 0v but laptop turns on fan at full speed but when i removed charger and plugged in again and try not turning on.by the way i when i switch i just short pin3 on the power switch because power button ribbon is broken

When press power if PQ778 drops to 0 then in that time "run_on_load" must be around 10V
As result in that time +V5S,+V3.3S and +V1.5_VDDQ are present.
Check if are or not.

when i checked again the PQ778 tried to switch on this time from 12v when switch on to 10v then goes to 12v again

What voltage do you have on the gate of PQ778?
