I'm beginning to suspect the BIOS IC itself.
What is your IC part number?
I have read an article about a DELL xps that was acting exactly like mine for a partial second there is a voltage on SPI_CLK then CPU grounds it because its not answering fast enough. I order a new chip and see what happens.

    BTW about your project:
    1. Do you have activity on BIOS Pin 8# when you power it on?
    2. When you have replaced you GPU with a different one, have you checked the GPU bios is good for it?
