HP Probook 4530s 3 capslock blinking, No display

Hearty greetings to everyone, trust you are all doing good and your loved ones.

Please, I have the above challenge.

what I have done:
I have tried working RAM on the motherboard,
I have replaced the CPU,
I have reprogrammed the BIOS chip,

But the problem persisted, no changes.

The RAM on the PC works fine on another PC.
1.5v for the RAMb (L503) is present
CPU core is present as well.

below are the vltage taken at some of the coils:
L3= 1.1v
L5059= 0.9v
L503= 1.5v
U9418= 0v (VGFX_CORE)
U9416= 1.1v
U9417= 1.1v

note that the CPU gets hot and the fan runs at top speed.

Please, how do i fix this problem?

The problem has been fixed.

DIMM0_VREF_DQ was shorted to the ground.
short cleared and boom, the pc worked.
both slots were shorted
