    i`ll take those caps out.
i get on the - side of the cap 0.6 Ohm both of them and 410 k Ohm on the + side.
even after i remove the L coils i get readings around 400-500 k Ohms on the inside pads reference to ground
Just cook it! It's already broken.

      -NO short @ L45 pin2 ?
      -NO short @ L40 pin1 ?

With all caps & everything else in expect those coils...

        referring to ground.
the ones that goes to fets oL but if i reverse the probes like +(RED) to ground and - to the inside pins i get 500-540 oHms .

That's indicating that you've got short somewhere on 5V_PWR & 3D3V_PWR...But in this architecture it's connected with PCH so it doesn't have to be short at all...
What's the exact values in ohms???

i think its something fishy because every time i try to measure with ground 60% i get another value if i use another ground.
            its relevant?
