I am working on a Bolt-L UMA MB 17938-1 board for a Dell Latitude 3500 and it is not charging. Plugging in the barrel jack and USB-C both results in about a .1a draw at 20v. I probed around and checked every capacitor I could find, as well as the inductors, and I got no shorts, so I checked to see if anything was happening under the thermal camera when plugged in and I see a slight bit of heat being generated by the Intersil 9538H IC, which appears to connect the battery to the charging line, but I may be wrong about that, I am not very strong on reading schematics, I mostly operate off of boardviews.
The charging at .1a is consistent regardless if the battery is or is not plugged in or not. I have tried replacing the battery and the barrel jack and had no difference in symptoms.
