Hi, My HP Omen laptop started having performance slowdowns, and while restarts initially fixed it, it seems to have become permanent. GPU-Z shows that it's power limiting the 2070 to 300Mhz constantly, and shows two fields labeled "Board Power Draw" and "PWR_SRC Power Draw" that are sitting idle at about 405-410W. (this with a 230W power supply and basically 0 load). I'm not an expert by any means, but my best guess after looking around seems to be an issue with the shunt resistors(?) on the motherboard. Basically just a sensor giving the wrong reading. Does this sound like a reasonable conclusion? The laptop works just fine otherwise.
I have opened it up and not seen much, but I was looking at replacement boards:

And the components that I believe to be responsible (The squares labeled R22 in the X photo) are inaccessible without popping off and re-pasting the cooling system. While I have done that before on this laptop, not making a habit of it until I know what's up.
Hoping for suggestions on whether or not that's correct and whether it's reparable or I just need to buy a new motherboard (assuming I've accurately diagnosed) or a new computer.
