Acer E5-411 not powering ON

Good Day ! i need help, acer e5-411 not powering on, upon checking of essential voltages.....+3vpcu is present on PL2 and +5v on PL3 is also present. i only noticed that on CN4 pin 3 NBSWON# has no measured voltage only 0.02v and at pin 1 +3v is present, same result if i disconnect the power button pcb from that CN4 connector. what do i need to do? reflash the BIOS or reprogram fw of EC chip ? which one do you think do i do first? I have checked the NBSWON# rail for shorted to ground but it is not.

i can only reflash the 8mb BIOS , bin file comes from the other thread, if ever...my only problem is the EC chip bin and i will request for it if ever needed from the other thread ( hoping someone here has it )
