NM-B351 no display need help

nm-b35 amd mb has no display fan not spinning have 3v and 5v on pl 201 and pl 202 and 1v on pl 701.no voltage on pl401,pl406 and pl409.

have flashed bios but same problem.i have a query have 19v on pf7 and 9v on pf8 0v on pf5 and pf6 but on f7 it shows 9v i think it should be 19v . please help have attached the schematics thanks.https://www.badcaps.net/filedata/fetch?id=3305842

PF5 & PF6 will not have voltage on ac adapter but will have voltage on battery power. PF7 at 9V is very likely ok 'coz of NVDC charger IC.
