820-01949 charges the battery but doesn't complete the restore in apple configurator

this one was powering up but no display and i later found a cap that was shorted to ground on 1v1_s3. but before i found that short i reflowed some stuff now i can't get it to power up anymore but the battery will charge

What is the voltage to ground (not diode mode) of PPBUS_G3H @ fuse F7000? Check both sides.

What is the voltage and current draw of the power adapter of the logic board? Check each USB C connector. Check both sides of the USB C connector.

It's charging the battery just fine. It doesn't want to power up or complete a revive in apple configurator
