    ​It's seem to be you are using the wrong 16 to 8sop clip
    16 to 8 pin only use 8 pin from 8 header corners pin of the chip
    you can modify the one you have or buy the right one
    the correct trace is on the clam pcb there is place to solder 16 pin chip follow the trace under pcb to match which pin of 16 connect to 8 pin
    when you connect ch431a to computer i recommend you should plug directly instead of external cable
    use the ch341a programming software to detect the chip
