    Problem with Optiplex 745 SFF

I receive 3 unit of Dell Optiplex 745 SFF, all of them have bad cap on same location, which is right under the HDD caddy, 4 x 6.3V 2200uf and 1 x 6.3V 1800uf. Only 1 of them were able to POST, the other 2 remain the same after recap. All of them have Pentium D 820 2.8Ghz.

Lets go with the 1st unit that can't POST, no video output from the onboard display, but with a PCIe card, it stuck on Dell splash screen and stay there forever. The diagnostic light code is 2-3-4, according to the service manual it was "USB Failure", but i doesn't has any USB device plugged in.
I replace those bulging one with 4 x 6.3V 3300uf OST RLX (I would go with the good stuff once it confirmed working). After the recap it remained the same.

Here the pic of 1st unit:

The 2nd unit was the same with the 1st unit, except i was able to get it to POST and access the BIOS on the first power up (with the onboard video), but after awhile it stuck and i had to restart and it won't POST no more. Until the 2nd day, I try again and I heard 2 beep error, no display, I am pretty sure the beep was about the date and time not set error. After that it won't POST and stuck at the Dell splash screen with PCIE graphic card inserted. It also had the same 2-3-4 diagnostic code as 1st unit. After the recap it was still the same, and i decided to let it warm up a bit by letting it stuck on there. Once I restart the system, for there on now, i am only getting "Turbo fan syndrome" with power button stuck on solid amber orange. This unit i recap with new 4 x OST RLS 6.3V 2200uf and 1 x Panasonic FL 6.3V 1800uf.

Pic of the 2nd unit :
In red is 2200uf and yellow is 1800uf, both at 6.3V

And i have tested both unit with known good working PSU and it both remain the same.

Both the motherboards and the PSUs will need to be re-capped.

You should replace all OST series capacitors on the motherboard, as well as KZG series capacitors (black/gold color).
"We have offered them (the Arabs) a sensible way for so many years. But no, they wanted to fight. Fine! We gave them technology, the latest, the kind even Vietnam didn't have. They had double superiority in tanks and aircraft, triple in artillery, and in air defense and anti-tank weapons they had absolute supremacy. And what? Once again they were beaten. Once again they scrammed [sic]. Once again they screamed for us to come save them. Sadat woke me up in the middle of the night twice over the phone, 'Save me!' He demanded to send Soviet troops, and immediately! No! We are not going to fight for them."

        Thanks for the reply guys
What is solid orange light on power button + "turbo fan syndrome" ? What does the combination indicate ? It was not documented in the service manual.
As for the PSU, I have tested the unit with a known good working PSU, is a Acbel 500W unit.

        UPDATE :
The only 1 unit that were able to POST, is now having "Turbo Fan Syndrome" as well. While i was doing memtest, it shut off itself and won't POST anymore (that before recap), after recap it remained the same. What is behind these solid orange power light + turbo fan syndrome phenomenon ? I don't really understand just how come all unit ended up with the same prob while they all still able to give display when i started.
