It wasn't when the VBIOS chip was partially dead, but it was detected.
I bought a replacement chip (cost about $1.30), re-program it and put it back on the GPU, then it's working fine. It doesn't have VRAM issues so it immediately display a picture and the fan spins normally. I spent a total of $6 and sold the GPU yesterday morning for $18, lol.

I ran GPU-Z and saw most of the information was missing. When I tried to export the VBIOS, it complained that it wasn't able to read the flash memory chip. Then I tried it again with AMDVBFLASH tool, but it also gave me a FAIL status code. After I removed the chip and put in a programmer, I wasn't able to read from it or write to it either.

I recently repaired a GPU that has this same symptom. Fan spin briefly for a few seconds when computer is turned on which is the opposite of yours.
It was caused by a dead VBIOS IC.
I bought a replacement flash chip, programmed it with the correct VBIOS firmware from TechPowerUp and put it back on the GPU.
Problem solved, GPU is normal again.

Possible R7 360 Dead
Hi,
Right so I have a little project I want to do because I am very new to this stuff and this is the perfect start (I think)
I have what google lens told me is a R7 360 graphics card. The serial number didn't pick up on Gigabyte website so I presume that it in fact isn't the serial number. It's the only sticker I could find. Nothing else on the PC board stood out as a model number.
I can't see any visible signs of corrosion or swollen caps etc.
I tried finding the schematic, but alas, nothing came up at all. I want to follow the schematic to try find the fault.
Card shows no signs of power, the only very tiny thing it does is spin the fan for literally a split second when the power is switched OFF, not on. Very weird.
Anyone got any ideas for me?
