ASUS motherboard having problems... but good caps?!

My main home PC has recently stopped working properly. I turn it on, it goes through the POST, then reboots. Often it won't even finish the memory test before rebooting. I can't even get it to start loading WinXP!

Sometimes if I hit ESC (to bring up the boot menu) or DEL (to enter the BIOS setup) the menu/setup comes up, then a few seconds later it reboots.

The problem persisted with the video card and TV capture card removed, and disconnecting the HDD did not cause any improvement. So it must be either the motherboard, or the PSU.

I'm not sure exactly where to look on the motherboard for the model number etc. but it clearly says ASUS on the board. I'm assuming it's an Athlon XP machine, given the time period it was purchased.
The board has mainly Rubycon caps on it; a good manufacturer. None of the caps are bulged or spilling in any way. However, when turning it on, I often hear a 'hiss' from the area of the PSU, which disappears a few seconds later.

My sister commented that she got the machine going by leaving it rebooting like this for 15 minutes, then it started. But rebooting constantly for 15 minutes can't be good for it!

What do you think could be wrong with it?

caps in PSU are probably bad. you need to replace psu. not recommended to continue using that one. tell us if that solves your issue.

Well, I looked inside the PSU and found a cap that appears to be bulging slightly, but not spilling any electrolyte (yet). It's nowhere near as bad as the work PC I posted pictures of earlier!
Another cap in the PSU is pointing at a weird angle, but is not bulged. Perhaps it blew from the bottom? Both caps appear to be made by Fuhjyyu, a known bad make

I also turned the PC on with the PSU all opened up (dangerous, yes, but fun ) and heard the 'hissing' sound again. However, it appeared to be coming from the transformer rather than the capacitors - I assume it's just the transformer windings vibrating.

The first two pictures show the bulged cap, from two different angles. The next two show the pointing-wrong-way cap, arrowed on the second pic. Finally I've also attached a picture of the PSU label, so you can see the specs.

The first cap is definitely bad. The second may or may not be, but as you've stated, both are on the badcaps list. Why not take the opportunity to replace everything 470μF and up while you're at it? You can do it now, or wish you had later, when more of the Fuhjjyus give up the ghost. Caps for a power supply (doing everything {except the primary filter caps}, not just the majors) is only about $5 plus shipping.

That "SUNTEK" power supply was made by ACHME CORP (done a search of the UL File number) and that company is in Taiwan. Either replace the power supply or recap it.

I had an experience with a new computer shutting down unexpectly, which I thought was caused by an overloaded power supply (brand new); in fact, it was actually an inadequately rated heatsink (from a boxed CPU).

The rebooting that you were talking about can be caused by an unstable processor overclock.
                Or wrong Vcore.

i recapped the two PSUs and it worked just like new.

I'll add that I agree with the diagnosis. My friend's Abit VH6T was coated in Teapos, but they didn't go bad until exposed to a PSU with a couple bulging, not leaking, Fuhjyyus on the output side. Between the bad caps on the PSU and board, the board needs a full recap now.

It could very well be the chipset overheating.
