OK, lift up one end of the jumper J814 and see if the voltage becomes stable.

OK, next will be resistance testing on the SMPS IC NCP1203 (no power to the unit). Check the resistance reading between the Ground pin 4 against all other pins. Make sure to report the reading as to what it shows on your meter, I.E. Ohm, k Ohm, M Ohm.

5, 6, and 8 do not look right (7 has no connection so I do not think that is right either). I would get another one, unless some one here has the same IC to verify.

Cheers budm, i though RS was open tomorrow but it seems not, so i shall go on Monday after work.
