Dell U3419W horizontal lines and flickering

After watching too many electronics repair videos (but not monitors) I came across a dell monitor with flickering horizontal lines. I haven't purchased it yet so don't have much info, but from the video and pic do you think there is a chance of repair or is just simple panel damage?

Seller claims; "but due to sun damage has some grey lines going through it"

Same on my AOC 27G2 . After 4years 144HZ started to show lines same like in that example video. Had to switch to 120Hz - working fine.
Any chance to fix this ? I mean is the panel just too damaged or maybe there is a fix recapping or adjusting some voltages ?
