I once run into some more detailed talk about the glue here on forums but I cannot find it now. ANyone remembers? There were some ideas abotu what the filling is (possibly flour) and information about what the glue is actually from. With notice from manufacturer saying explicitely it should not be used in electronics.

I have pictures somewhere on my computer that I took when I measured the resistance of that tan glue, found in the power supply of a HP DC5000. If I remember correctly, the resistances I got for some of the more burnt samples was in the range of a few 100's of KOhms all the way up to 1 MOhm.

I use high voltage power supply with current limiter (10mA) >100V to see how much current it can conduct, it can conduct quite a bit of current due to voltage breakdown which the meter cannot not put out high enough voltage like the circuit can, especially around the snubber circuits or inverter section.Never stop learning
