    It does'nt look like there are any problems on your board, I think they had a cap that was shorted or close to being shorted. You can't really rely on resistance checks, there are caps and resistors etc. in the path that can effect the readings.
    without a schematic or good clear view of the traces I don't know how to trace down the fault.

        the ps_on and 5vsb are weird. they start in the millions and they just keep going down or they start in the thousands and keep rising. the other ones are stable and dont move.
        The TV of OP in that link uses completely different boards than you TV, OP's TV in that link uses PHILIP/MANAVOX/EMERSON boards which are know for having shorted out caps on the main board.

          Yeah i noticed that. But i figured the resistance check might help anyways.

          Im not really sure what the next move could be..i did notice if you look in the right under the power plug on the main it has two test points that say 5v and 12v. 12v is there. 5v shows nothing but im positive its there on the pboard

          On the back theres more test points. A 3.3v and a 1.8v both are there

                I tried to trace the 5vsb pin back but I can't make out the traces.

                If you disconnect the main board from the power supply the 5vsb reads 5 volts correct?
                If it does try loading the 5vsb with a ~20Ω resistor that would draw 250ma, it should supply that no problem and the 5 volts should stay up. if it does try ~10Ω as a load.

                  Yeah thats pretty unfortunate. im not a great photographer by any metric. And my phones camera isnt the best. i dont think i could get it down to the traces without horrible glare or blurriness

                    Too bad the bottom side picture of the power supply board to too blur.
                    So please connect everything back up and check the Voltages on test points A ~ E against cold side circuit ground.
                    BTW, please also report the Voltage on the PS-ON pin (CN3 pin 5) again.

                          Yeah im realizing now i must have been one off on the pinout like you were saying. Thats 100% my bad :/

                            That is what I thought because no way to have PS-ON signal higher Voltage than the Standby Voltage as explained earlier in post #26, there is nothing wrong with the 5VSB at all. When something does not make logical sense that is when it is need to be verified. Too bad we had to spend 28 threads to prove that there is no problem with standby Voltage.
                            Point A is the +5VSTBY.
                            So back to then main board, try cooling the EEPROM the apply AC to the TV and see what happen.

                              Ill try that and sorry for the confusion.

                              So what ive learned so far is there seems to be no fault on the power board. When the TV is plugged in it immediately sends that ps on signal. Does that mean it immediately tries to turn on? Thats what ive kinda been thinking

                                As I explained earlier in post #30, If the TV is on and running if you pull the power cord and then plug it back in, the TV will come back on because it will remember the last state before losing power, that what most TV will do. At this point, the power supply/LED driver board is getting the PS-ON but not the BL-ON and Dim control signals to turn the backlights on.

                                      I did read it. none of those symptoms really fit. The TVs power supply may think its on but the indicator lights dont show it to be on. If i hold a flashlight to it, theres no picture or anything.

                                          I"ve replaced the eeprom on a few tvs (one Haier and one Element) with that same main processor. One started with freezing and the other didn"t. Both started after replacement of the eeprom with a preprogrammed one available online for that model. If you dont have the skills or tools to replace it, get a new main board.
