Hi, I have similar problem with Toshiba L50-B-1R1.
When i plug in AC or battery fans starts spinning for few seconds then stops, but all lights stay on (pwr, num, caps, wlan). WLAN light can be turned off via Fn+F12 but caps and num can't.
Voltages from RT6575A before PWR button press are 3V3 on both 3V3 outputs, and 5V on both 5V outputs.
After PWR press DNBSWON# switches from 0V to 2.6V, but nothing changes.
BIOS IC (U18) has 0.7V on pin8, before and after PWR button press.
Tried reflashing BIOS with extracted ROM from .fd file (downloaded from Toshiba site) but it didn't change anything.

Any tips where to look next?
