I've got 24v on power board connector P860, The flash I can see is the blue LED on the inverter board on off for 1 second

all five fuses on power board are good

I suspect you have either a bad connection to the ccfl's in the panel or a bad cclf.

could I connect a scrap 19 samsung tv screen to the inverter to test if its the cclf's?

It may not work as there would be too high a voltage going to the Samsung ccfl, as it likely only has two single (around 15") ccfl tubes in its panel. I don't thing it would damage the inverter but you never know.

Backlight tester on amazon, 20 bucks for most of them, very handy tool, strike that, the one I was looking at is only for led backlights.

have you stripped the lcd panel down yet you may find a bad connection

I was trying to eliminate the inverter being the problem first

maybe this should be your next step then as you would need to strip it down too test the ccfls anyway.
If you have never stripped down a lcd panel watch a few youtube guides first as the lcd panel is very thin and easily damaged plus you need too keep all the diffuser sheets in the correct order etc.

My thought is it's a good investment, there should be a lot of ccfl tv's becoming available as they age, they might not have the very best picture but they are SO much more reliable than led lit tvs.

If you have the time and the space maybe strip the set down you can visually inspect the ccfls and the connection points hopefully its a easy fix. China on average at the moment is taking 25 days but there holiday season now i think.
