Trouble shooting Vizio SV472XVT power supply

Hey everyone. I need a little help on where to start on first trouble shooting this power supply. Any help would be much appreciated. The only thing I have found so far is thestand by voltage is 5v. Just found out that I have to use the neg leg of the filter cap to check the other voltage. I believe I have found the filter capacitor that I need to use but I'm not sure. I have included a photo of the power supply and the possible filter capacitor any help would be appreciated. I believe the filter cap that I need is in the 3rd photo. I remove the power supply board for better access thank you.

Check and see if you have PSON voltage (chassis as ground) and does that voltage change if the power switch is pushed? This is with the board installed in the tv.
The main cap (-) is used only when measuring voltages on the hot (line) side of the power supply
