Yes heat it. Try to heat it to 200 degrees to see if it makes any difference.

Check resistance with ground on PL8, PL10, PL14, PL16, PL17 without power and voltage with power.

what do u mean check the resistance with ground?? i attach the black probe on ground and the red probe to both of leg PL8, PL10, PL14, PL16 and PL17 and all of them is connected is that correct? thanks atsio for reply

Check the resistance relative to the ground of the coils mentioned (You are checking for shorts on voltage lines).
