Default Samsung UN40F6400 No Picture Bad T-Con or Panel!!!

Dear all,
I have Samsung TV, which reboots continuously and I opened the TV and checked for loose connection - disconnect and reconnect all cables.
When I power ON and noticed that its entered into Burn mode (RED/GREEN/BLUE) screen and I turned off and checked the cables again but this time it turned into white screen only. No matter how many times I restart the TV the result is same. But Sound is OK.

Needed your help and expert advise, whether it is the TCON faulty or Total Panel Failure??

TV Model: UA40F6400
T-Con Model: BN41-01939B

Below are the Voltage measurement.

TCON LED status: All 3 Blue LEDs are ON.
Panel: 12.7v
AVDD:17v
HAVDD:8.5v
Fuse:12.7v
B1.8:1.7v
B3.3:3.3v
HVin:13v
VonE:29.2v
VoffE: -9.5v
Vss: -7.5v
