The ceramic tan caps can short but I'd guess the chip itself is pretty much fried.

just for the records.. attached is a closeup of those "blue things" on the back of one of my Celeron Dualcores (E1200 .. my test CPU as you can clearly tell by the marks on the pads lol)
I could measure if they show resistance if you want.. I'm kinda curious what they are myself..Attached Files
