Whoa! How did you get to the "but all caps check good" assessment?
You can not test mobo caps on the board. They are in parallel with each other and will 99-44/100% of the time check good on the board.
That washer may have contacted that inductor a long time ago and never caused a problem. Was the washer you found scorched?
