Yep, good idea to test everything you can on tcon, when dealing with used parts it's always possible to get a bad one, try to find a good tutorial on testing.

I'm ready to conclude that I have a bad panel (screen)

Problem started when customer saw a couple of horizontal lines showed up in the image than TV is out.

When try to turn TV ON; red led power blink, sound only.

Disconnecting power line to motherboard. LED's comes on (of course LED's working on the fly, no motherboard control). so, they are ON, full power.

Connecting back power to motherboard. Disconnecting either of the ribbon cables to LCD = LED's all respond to power and all come ON, but no image.

Connecting both LCD ribbon cables back to T-CON = again a flicker of LED's then out.

I think I've seen this problem before, and it sounds like I have a bad LCD (Panel / screen)
can anyone confirm? thank you.

Try heating your mainboard with a hairdryer be sure and hit the capacitors on there too, see if tv comes on or anything changes.

What Voltages testing have you done on the T-con board?

I am kudalski, now using my repair shop name. this what I will be using from now on.

Voltages are all there on main, power supply and T-Con. T-Con was replaced just for the heck of it, same problem. I just wanted to confirm it is my LCD and I feel 99.9% it is.

White on both sides with ribbons connected one at a time would seem like a panel fault on both sides https://www.badcaps.net/forum/showthread.php?t=50646

So you are saying the T-CON board VGH, VGL, AVDD, VCC Voltages are all correct? The panel may have shorted components on the Tab bonding board, I.E. shorted caps, or COF.

X2 ^ especially if you are seeing a clean white on either side with only one tcon to panel connected. If is likely an issue with some component at the bottom edge board. As suggested check the various hopefully labelled voltage at the tcon.
