I tried it with a different tcon (same model number as original) still no picture.

Must be a faulty screen.

Has anyone repaired one of these panels? A couple of the surface mounted caps on the ribbon tab boards gave continuous beeps.

Yes people have made repairs to those boards. What have you got to lose ? Try removing the suspect shorted cap(s).
