    3.3V rail is 4.08V Cant load Windows

    MSI K8N Neo4-F socket 939

    I have replaced the 5 bulging caps which were 6.3V 3300uf. All other caps on board look good and I detect no problems with my Mat Eleectronics ESR meter. The board boots to bios fine and shows the 3.3V rail is 4.08V. I checked it with 2 seperate power supplies.
    The board will not load windows 7 or XP on a PATA or SATA drive. I cant boot to PE or a linux live disk. I can boot Hirens and run HDD Regenerator on the drives though.
    It's a mystery. What controls the 3.3V rail????
    All input is welcomed on how to proceed.
    I have not replaced the 5 16V 1500uf because they seem fine.

      What caps did you use as replacements?
      Have you measured the voltage of the PSU at a connector on the power supply?

        Motherboard voltage monitors aren't very accurate. Use a multimeter to measure the 3.3v rail on the PSU (while at it, check the other rails, too). Also, what power supplies did you use (brand and model)?
