I test with continuity test The IC901

Pin 8 is gnd So black probe on it and touch pin3 , it has beep. Also once I plug the board outlet and unplug check pin5 has beep for few min then stop.

You can't check the ic with a meter.

I found new IC and replaced it. I got 0.210v at C951A and going down. Now 0.183.

If you had a 5 dollar esr tester you could have taken those caps out and tested them, as it stands you don't even know if they are good or not.

C951B = 0.027 (10v 1000uF)
C952 = 0.062 (10v 1000uF)

C912 = 0.573 (100v 22uF)
C906 = 0.042 (35v 220uF)

Where did you get the ic that is in there now after the original blew up?
Maybe that has been the problem all along. There is no datasheet on this ic, so it's hard to know the specs (operating frequency etc.)

I bought 3 of DNP005. I blow out and I had extra to replace again

Quick question : ZD907 (UDZSTE-17), it's zener diode. Is it 5.6v or 15v? It's in the standby circuit.

What is the number or letter on the diode? You may need to clean the top with alcohol to read it,
There is no datasheet for the ic, but C912 is rated for 100v so this ic's VCC might be higher than other similar pwm ic's.
